&lt;p&gt;&amp;quot;Our responsibility is to make sure that our sole focus is getting the aid to the people who desperately need it.&amp;quot;

&lt;p&gt;He said carrying out forced air-drops of supplies would be the wrong action to take. 
&lt;p&gt;But Mr Clegg said the United Nations had a right to step in when governments failed to protect their own people. 
&lt;p&gt;The Lib Dem leader told BBC Radio 4's The World at One: &amp;quot;I think the time is now coming, drawing very close to taking the most drastic step of all, which is dropping aid directly into Burma, irrespective of the wishes of the Burmese regime. 
&lt;p&gt;&amp;quot;This, of course, in practical terms is not an ideal solution because you're dropping aid from the air, it doesn't guarantee it gets to the people who need it. 
&lt;p&gt;&amp;quot;But I think it would be an important step to show that the international community is simply not going to stand idly by.&amp;quot;

&lt;p&gt;Gordon Brown calls for the restrictions to be removed&lt;/div&gt;
&lt;p&gt;The World Food Programme (WFP) has halted aid shipments to Burma after the contents of its first delivery were impounded on arrival in the military-ruled country. 
&lt;p&gt;The UN body says the Burmese government seized tonnes of aid material flown in to help victims of Cyclone Nargis, which has killed tens of thousands. 
&lt;p&gt;The WFP said it had no choice but to halt aid until the matter was resolved. 
&lt;p&gt;Speaking at a press conference in London, representatives from the Red Cross, Save the Children and medical relief agency, Merlin, said access was severely restricted, but some aid was getting through. 
&lt;p&gt;A Merlin spokeswoman said they had been able to provide some medical supplies, and that a boat was ready to provide hospital facilities, but that there was now great danger from malaria, dengue fever and snake bites. 
&lt;p&gt;Save the Children said they were reaching a extra 10,000 people each day with a basic life saving response kit of bottled water, food, plastic sheeting and blankets. 
&lt;p&gt;&lt;b&gt;'Flowing funds'&lt;/b&gt; 
&lt;p&gt;The Red Cross said they were working through several thousand trained volunteers in the country and had been able to distribute about 2,000 family kits, which include items such as cooking pots and blankets. 
&lt;p&gt;Jasmine Whitbread, of charity Save the Children, said despite the obstructions, it was imperative people do not stop their donations for fear the funds and supplies will fall into the wrong hands. 
&lt;p&gt;She said: &amp;quot;Our concern is that people will start to doubt whether their donations are really getting there and making a difference. 
&lt;p&gt;&amp;quot;Our message is that we are reaching these people and we really desperately need the funds to continue flowing.&amp;quot;

Attempts to change the rules at Spring Conference in Llandudno received majority support in the hall, but failed to achieve the two-thirds majority required to amend the constitution.&lt;/font&gt;

&lt;p&gt;&lt;b&gt;Senior Liberal Democrat Lord Holme has died at the age of 71 after a long illness, it has been announced.&lt;/b&gt; 
&lt;p&gt;The peer was the party's Northern Ireland spokesman in the 1990s and a close advisor to Sir Menzies Campbell, Paddy Ashdown and David Steel. 
&lt;p&gt;A family spokesman said: &amp;quot;Lord Holme of Cheltenham died yesterday at his home in Lurgashall, West Sussex, after a long battle with cancer.&amp;quot; 
&lt;p&gt;He leaves his wife, Lady Holme, two sons, two daughters and grandchildren. 
&lt;p&gt;His family said the funeral will be held in the village church and a memorial service will take place in London at a later date. 
&lt;p&gt;&lt;b&gt;'Liberal to the core'&lt;/b&gt; 
&lt;p&gt;Liberal Democrat leader Nick Clegg said Lord Holme had made a &amp;quot;huge contribution&amp;quot; to the party over many decades would be &amp;quot;greatly missed&amp;quot;.

&lt;p&gt;He also became chairman of TV watchdog, the Broadcasting Standards Commission in 1999, but resigned after little more than a year over newspaper revelations about his private life. 
&lt;p&gt;Former party leaders have also been paying tribute to Lord Holme's contribution. 
&lt;p&gt;Lord Ashdown described him as &amp;quot;a man of outstanding talent, who was liberal to the core&amp;quot;. 
&lt;p&gt;&amp;quot;He was widely respected and shaped the course of British politics as no other non-elected Liberal has achieved.&amp;quot; 
&lt;p&gt;Sir Menzies described him as &amp;quot;one of the most perceptive analysts of politics in this country&amp;quot;. 
&lt;p&gt;He said Lord Holme had advised Liberal and Liberal Democrat leaders for the best part of 30 years and his advice was &amp;quot;almost always right&amp;quot;.

&lt;p&gt;&lt;b&gt;Polling stations have opened for elections to councils across Wales.&lt;/b&gt; 
&lt;p&gt;People can vote for the 22 county councils and many town and community councils from 0700 BST until 2200 BST. 
&lt;p&gt;About two million people are eligible to vote in elections which will help to decide how the larger councils spend nearly £20bn over the next four years. 
&lt;p&gt;The results will also be closely watched as a verdict on the performance of the main political parties, both at Westminster and in the Welsh assembly. 
&lt;p&gt;The new and re-elected councillors will take charge of key services such as schools, social services, recycling and refuse collection, leisure centres and planning. 
&lt;p&gt;Thousands of would-be county councillors are standing for more than 1,200 seats.

&lt;p&gt;Most councils will start counting when polls close on Thursday, but others will leave it until Friday morning. That means that a full picture will not emerge until Friday afternoon. 
&lt;p&gt;Electoral Commission Wales head Kay Jenkins said local elections were the most complex to run because there were so many candidates and so many elections taking place at the same time. 
&lt;p&gt;She said people with postal votes who had not managed to send them off could still have their say on the day.

&lt;p&gt;She advised anyone with a postal vote who had not yet sent it in to seal it and take it to the polling station. 
&lt;p&gt;Ms Jenkins also advised anyone who had applied for a postal vote and not received one to contact their local authority during the day for a replacement ballot pack, although they might have to go to the council offices to pick it up. 
&lt;p&gt;She said anyone planning to vote at their local polling station could do so without their polling card because they would simply be asked for their name and address. 
&lt;p&gt;Most local authorities have more councillors than they have electoral wards, because wards can be represented by as many as five councillors. 
&lt;p&gt;In a multi-member ward electing four councillors, for example, people would be able to cast four votes - or fewer, if they choose. 
&lt;p&gt;Ms Jenkins advised people to read the instructions on the ballot paper carefully to avoid confusion. 
&lt;p&gt;&amp;quot;If they feel confused at all, they should ask the polling station staff who will be able to tell them exactly how many candidates to vote for,&amp;quot; she said. 
&lt;p&gt;&amp;quot;Some people, as well, will have two ballot papers because they may also be able to vote in the community council election. 
&lt;p&gt;&amp;quot;It's very straightforward, but staff will explain what needs to be done and there are instructions on the wall and the ballot paper.&amp;quot; 
&lt;p&gt;Some authorities, such as Cardiff, are publishing the results ward-by-ward online.

I could go on almost forever in listing the numerous organisations up and down the County who have benefited from the support and guidance of the Agency, and the effect of its closure are I think agreed by all to be drastic in the extreme.&lt;/font&gt;&lt;/span&gt;

&lt;div&gt;&lt;br&gt; &lt;br&gt;Dear Sir&lt;br&gt; &lt;br&gt;I write with regard to your article of 2 April about offenders helping to clean up Rhyl.  I would like to commend Mr Dave Jones and his team for the great work they are doing to help keep our town clean - the areas they are working in are showing a marked improvement.  The Council should learn from this example.  We pay an extortionate Council Tax and our Cleansing Services, as far as I can see, are not doing what they are paid to do.  Streets need to be cleaned regularly and while some streets get an occasional visit from a road-sweeping machine others have not been touched for a long time.  When this machine is used it merely skirts around the parked cars leaving all the debris that accumulates behind them to be blown out into the road again when the cars are driven away.  What we need are old-fashioned road-sweepers with brooms who can get into areas inaccessible to this machine.  It would be cheaper, greener and more effective.  It would also provide work for more people in an area of high unemployment and restore some dignity and pride in our town.  The road sweepers should particularly be employed to follow behind the refuse collectors clearing up the mess left behind when they lift up the waste sacks.  I have personally seen the ludicrous situation where the cleaning machine goes down a street, neatly avoiding all the rubbish sacks, just before the refuse collectors remove the rubbish which has often been ripped apart by seagulls and which leaves a trail of waste that is blown all the way down the street! &lt;br&gt; &lt;br&gt;Another area of particular concern is the coach park on Crescent Road and the surrounding land.  This area is the arrival point for many tourists coming to visit Rhyl and it gives a very poor first impression of the town.  The coach park itself has not been swept for a long time and is overgrown with weeds.  It is full of potholes and in a generally shabby condition.  Beside the coachpark is a footpath where a large amount of debris, remnants from a disused garage which was seriously fire damaged six months ago, still hasn't been cleared up. &lt;h2&gt;Welsh Liberal Democrats launched their local election campaign in North Wales today highlighting their achievements in building safer, greener communities – and providing better value for money. &lt;/h2&gt;
&lt;p&gt;At the North Wales launch of their manifesto – Safer, Greener, Better Value –in Wrexham Mike German, leader of the Welsh Liberal Democrats, said his party’s record of achievement in the North was the envy of other parties.Wrexham’s record includes a spectacular 33% drop in crime, a transformation from bottom to top of the recycling league in four years, and all while keeping council tax low. 
&lt;p&gt;Mr German AM, leader of the Welsh Liberal Democrats, said: ”Wrexham’s record is the envy of Labour councils across Wales. All the parties are talking about safer and greener – but the Welsh Liberal Democrats have the action to prove it.
&lt;p&gt;”We’re hearing lots of huffing and puffing from Labour at this election, but the action is there for people to see. Welsh Liberal Democrats have delivered – that’s why people don’t want Labour back.
&lt;p&gt;Cllr Aled Roberts, leader of Wrexham council said: “When we talk about community safety, we have the figures to back it up. Over the last four years, our investment in additional PCSOs has led to a 33% drop in crime in Wrexham.
&lt;p&gt;“On Greener communities, our record speaks volumes too. From 21st in Wales under Labour, Wrexham is now second over the last six months. Recycling has gone up from 12% to 43%! That’s green action.
&lt;p&gt;“And we’ve done this while investing in education, raising levels of achievement and keeping council tax low – that’s better value for money.”
&lt;p&gt;North Wales AM Eleanor Burnham added: “Across North Wales, Welsh Liberal Democrats are contesting more wards than ever before. We are proud of our record in Wrexham, where we have shown we can make a positive difference to the town. And even in Conwy, where we have just one Welsh Liberal Democrat on the executive the results have been spectacular – a major increase in recycling, achieving Assembly targets two years ahead of schedule.

&lt;p&gt;for the Welsh Local Elections 2008&lt;/font&gt;
&lt;p align=left&gt;Now, four years later people are feeling the benefits of having had the Welsh Liberal Democrats
&lt;p align=left&gt;lead their local communities. Welsh Liberal Democrats lead councils that provide service to one out
&lt;p align=left&gt;of every three people in our country. Over one million people are seeing the Welsh Liberal Democrats
&lt;p align=left&gt;deliver real change.
&lt;p align=left&gt;We have delivered change in the four councils where there have been Welsh Liberal Democrat
&lt;p align=left&gt;leaders. In Bridgend, Cardiff, Swansea and Wrexham, we have worked hard to change these areas.
&lt;p align=left&gt;We have worked hard to make our communities safer and greener and to make our services better
&lt;p align=left&gt;value.
&lt;p align=left&gt;All this is possible because the Welsh Liberal Democrats have a unique approach to local government.
&lt;p align=left&gt;We believe Wales is a nation of communities.
&lt;p align=left&gt;We believe in letting local people decide as much for themselves as possible. We believe that communities
&lt;p align=left&gt;need to be at the heart of modern politics. We believe in real devolution.
&lt;p align=left&gt;Part of the challenge of politics is to make sure that the provision of local services and the make-up
&lt;p align=left&gt;of local communities reflects the beliefs and aspirations of the people that live there.
&lt;p align=left&gt;Unfortunately, our communities are being let down. Labour and Plaid in government have drawn up
&lt;p align=left&gt;one of the most centralising documents I have ever seen. And this year, they gave local councils a
&lt;p align=left&gt;settlement that was so poor even the Labour Party Councillors denounced it.
&lt;p align=left&gt;The Welsh Liberal Democrats believe that we need to trust our local councils to do more.
&lt;p align=left&gt;This document is not a comprehensive look at what we will do if we are in control in your area. No
&lt;p align=left&gt;document from a national party could do that. But it as an insight into the Welsh Liberal Democrat
&lt;p align=left&gt;vision for local government. It is an insight into what we would do to strengthen local councils. And
&lt;p align=left&gt;it is an insight into what the Welsh Liberal Democrats have achieved in power.&lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;
&lt;p align=left&gt;This is a vision for a safer communities, greener communities and better value for your
&lt;p align=left&gt;communities. A vote for the Welsh Liberal Democrats is a vote for this sort of change.
&lt;p align=left&gt;In 2004 Wales experienced a political shockwave at local
&lt;p align=left&gt;government level. For the first time in recent memory,
&lt;p align=left&gt;Labour’s domination of our town and city halls was ended in
&lt;p align=left&gt;spectacular style – and the Welsh Liberal Democrats lead the

&lt;p align=left&gt;Fairer Communities&lt;/font&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe in fairness – that those who are left behind in our society should not be
&lt;p align=left&gt;forgotten. Making our communities fairer is an area that needs to take account of a whole range of issues
&lt;p align=left&gt;and policies. Welsh Liberal Democrats believe local Councils need to take a comprehensive approach to
&lt;p align=left&gt;making sure that the benefits of our society are shared by all of us.
&lt;p align=left&gt;That is why Welsh Liberal Democrats have approached local politics with a vision of a fairer society. In
&lt;p align=left&gt;leadership positions in local councils, we have used their powers to create a fairer education system, provide
&lt;p align=left&gt;fairer social care and offer fairer housing.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We believe in fairer education&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that education is
&lt;p align=left&gt;the best way to tackle the lack of opportunity that
&lt;p align=left&gt;still exists in Welsh society. That is why they have
&lt;p align=left&gt;invested heavily in education. Welsh Liberal Democrats
&lt;p align=left&gt;have increased the amount they spend on
&lt;p align=left&gt;education and on average the Welsh Liberal Democrats
&lt;p align=left&gt;exceed the government’s own targets for
&lt;p align=left&gt;education spending. But our children’s education
&lt;p align=left&gt;opportunities could be improved.
&lt;p align=left&gt;Welsh Liberal Democrats want to cut primary
&lt;p align=left&gt;school class sizes to 25. At the moment, government
&lt;p align=left&gt;policy pushes class sizes up to 30. We believe
&lt;p align=left&gt;having fewer pupils in a room gives teachers more
&lt;p align=left&gt;time to teach, improves discipline and raises school
&lt;p align=left&gt;standards. We want to work towards a legal, maximum
&lt;p align=left&gt;class size of 25, and to alter funding arrangements
&lt;p align=left&gt;to make this possible.
&lt;p align=left&gt;We believe that everyone has the right to education
&lt;p align=left&gt;through the medium of Welsh. We would
&lt;p align=left&gt;make it a responsibility of local councils to assess
&lt;p align=left&gt;demand for Welsh-medium education and plan to
&lt;p align=left&gt;meet it.
&lt;p align=left&gt;We want to work with local authorities to develop
&lt;p align=left&gt;a strategy to ensure more continuity between
&lt;p align=left&gt;primary and secondary schools.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We believe in a better learning environment&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that good education
&lt;p align=left&gt;needs a good learning environment. This is
&lt;p align=left&gt;why Welsh Liberal Democrats will invest in upgrading
&lt;p align=left&gt;and replacing school buildings. The Labour-led
&lt;p align=left&gt;Assembly Government has failed to fulfil their
&lt;p align=left&gt;promise to make all schools fit for purpose. We will
&lt;p align=left&gt;encourage councils to ensure that all new schools
&lt;p align=left&gt;meet the highest green standards.
&lt;p align=left&gt;In many parts of Wales, schools are under threat
&lt;p align=left&gt;due to falling pupil numbers. In rural areas, Welsh
&lt;p align=left&gt;Liberal Democrats would promote federation as an
&lt;p align=left&gt;alternative to closure where practical – letting
&lt;p align=left&gt;schools share resources.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We believe in fairer housing&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe everyone has the
&lt;p align=left&gt;right to housing adequate for the health and wellbeing
&lt;p align=left&gt;of themselves and their family. We believe
&lt;p align=left&gt;that steps need to be taken to ensure that quality
&lt;p align=left&gt;housing is available to all.
&lt;p align=left&gt;Welsh Liberal Democrats support giving local authorities
&lt;p align=left&gt;the power to suspend ‘Right-to-Buy’. We
&lt;p align=left&gt;envisage that this would be used in areas where the
&lt;p align=left&gt;affordable housing crisis is at its worst and for a
&lt;p align=left&gt;specified period of time.
&lt;p align=left&gt;We would encourage councils to conduct annual
&lt;p align=left&gt;surveys of empty homes (such as vacant flats above
&lt;p align=left&gt;commercial properties) to see if they can be
&lt;p align=left&gt;brought back into use. We would also give local
&lt;p align=left&gt;authorities the right to raise council tax on unfurnished
&lt;p align=left&gt;properties that have been vacant for twenty
&lt;p align=left&gt;four months.
&lt;p align=left&gt;We encourage a better use of planning agreements
&lt;p align=left&gt;to ensure that affordable housing is built alongside
&lt;p align=left&gt;large developments.&lt;/font&gt;&lt;font face=DemocratSansNormal size=5&gt;
&lt;p align=left&gt;Welsh Liberal
&lt;p align=left&gt;Democrat Action&lt;/font&gt;&lt;font face=GillSans-Regular size=4&gt;
&lt;p align=left&gt;Welsh Liberal Democrat-led councils
&lt;p align=left&gt;have boosted their spending on education.
&lt;p align=left&gt;On average, they are now exceeding
&lt;p align=left&gt;the government’s own targets.
&lt;p align=left&gt;During the past two years, Welsh Liberal
&lt;p align=left&gt;Democrats in Cardiff have eliminated the
&lt;p align=left&gt;need to house homeless people in bed &amp;amp;
&lt;p align=left&gt;breakfast accommodation. This has saved
&lt;p align=left&gt;taxpayers' money and provided a better
&lt;p align=left&gt;quality environment for homeless people.
&lt;p align=left&gt;In Swansea, the Welsh Liberal Democrats
&lt;p align=left&gt;school buildings since 2006, overcoming
&lt;p align=left&gt;Labour’s chronic underinvestment which
&lt;p align=left&gt;They have set a target to make all schools
&lt;p align=left&gt;fit for purpose by 2020.
&lt;p align=left&gt;Bridgend council is leading the way on the
&lt;p align=left&gt;Exercise Referral Scheme – a scheme
&lt;p align=left&gt;which allows doctors to give subsidised
&lt;p align=left&gt;exercise programmes to people on prescription.
&lt;p align=left&gt;Bridgend has the highest takeup
&lt;p align=left&gt;in Wales.&lt;/font&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Where appropriate, we will support tenants’ cooperatives
&lt;p align=left&gt;and community groups who wish to
&lt;p align=left&gt;take direct control over their homes.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We believe in fairer health and social
&lt;p align=left&gt;care&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that most healthcare
&lt;p align=left&gt;can best be provided in the community. That
&lt;p align=left&gt;is why we will work with local authorities to pilot
&lt;p align=left&gt;‘walk-in’ centres to relieve the burden on larger
&lt;p align=left&gt;hospitals and to bring healthcare closer to the
&lt;p align=left&gt;individual.
&lt;p align=left&gt;Welsh Liberal Democrats are concerned about the
&lt;p align=left&gt;disjointed provision of health and social care. We
&lt;p align=left&gt;want to see greater co-operation between providers
&lt;p align=left&gt;of health care and providers of social care. We
&lt;p align=left&gt;support increased flexibility between health and
&lt;p align=left&gt;social care. Equally, we will look to make Continuing
&lt;p align=left&gt;Health Care more responsive to the independence
&lt;p align=left&gt;of patients transferring to health care facilities.
&lt;p align=left&gt;Many councils have been forced, by local needs, to
&lt;p align=left&gt;spend more money on social care than they had
&lt;p align=left&gt;predicted. New rules for people requiring social
&lt;p align=left&gt;care have led to an increase in the amount that
&lt;p align=left&gt;local government has to spend. We want to review
&lt;p align=left&gt;the way that the Welsh Assembly Government
&lt;p align=left&gt;distributes money to local councils to take account
&lt;p align=left&gt;of this additional need.&lt;/font&gt;&lt;font face=DemocratSansNormal size=7&gt;
&lt;p align=left&gt;Greener Communities&lt;/font&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Respect for the environment is a key Welsh Liberal Democrat value. Climate change affects everyone, and
&lt;p align=left&gt;we all have a responsibility to ensure that we reduce our waste. Local councils can play a major role in this
&lt;p align=left&gt;– encouraging recycling, taking a lead on energy efficiency and planning for the future. But greening our
&lt;p align=left&gt;communities is also about tackling litter and removing graffiti. It is about protecting green spaces.
&lt;p align=left&gt;Welsh Liberal Democrats have been working hard to make sure that Wales’ councils are playing their role
&lt;p align=left&gt;in creating greener communities. The Welsh Liberal Democrats’ record is outstanding. Recycling rates in
&lt;p align=left&gt;Welsh Liberal Democrat-led councils have more than doubled since 2004.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support better access to recycling&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;It is a disgrace that so many homes in Wales lack
&lt;p align=left&gt;access to doorstep recycling collections. Welsh
&lt;p align=left&gt;Liberal Democrats have led the way in ensuring
&lt;p align=left&gt;recycling is available – with levels of recycling on
&lt;p align=left&gt;the rise in Bridgend, Cardiff, Swansea and Wrexham,
&lt;p align=left&gt;as well as Conwy, where the Cabinet member
&lt;p align=left&gt;for environment is a Welsh Lib Dem. Welsh
&lt;p align=left&gt;Liberal Democrats believe every household in
&lt;p align=left&gt;Wales should have access to free, effective recycling.
&lt;p align=left&gt;Welsh Liberal Democrats will further develop the
&lt;p align=left&gt;National Waste Strategy to ensure co-operation
&lt;p align=left&gt;between local authorities on waste minimisation
&lt;p align=left&gt;and innovation to generate energy from waste.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support greener public buildings&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that all new
&lt;p align=left&gt;buildings should be built to strict environmental
&lt;p align=left&gt;standards. Local authorities should lead the way
&lt;p align=left&gt;with all new buildings. Welsh Liberal Democrats
&lt;p align=left&gt;believe that all new public buildings should be
&lt;p align=left&gt;carbon neutral by 2015, and should look to generate
&lt;p align=left&gt;15% of their energy on site. We would seek the
&lt;p align=left&gt;legislative powers for the National Assembly to
&lt;p align=left&gt;ensure this. We also support the establishment of
&lt;p align=left&gt;eco-schools. These schools not only help reduce
&lt;p align=left&gt;Wales’ carbon footprint, but encourage our children
&lt;p align=left&gt;to think green.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support greener planning developments&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that all new developments
&lt;p align=left&gt;should have as little impact on the
&lt;p align=left&gt;environment as possible. In the National Assembly,
&lt;p align=left&gt;we will push to ensure Local Development Plans
&lt;p align=left&gt;take account of environmental concerns, and we
&lt;p align=left&gt;support ensuring that all planning decisions take
&lt;p align=left&gt;account of environmental concerns.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support protecting green spaces&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;As much as possible, Welsh Liberal Democrats
&lt;p align=left&gt;believe that green spaces should be protected. We
&lt;p align=left&gt;support development on brownfield sites as first
&lt;p align=left&gt;resort. Although we accept that councils will need
&lt;p align=left&gt;to build on green spaces from time to time, we
&lt;p align=left&gt;believe that these decisions should be consulted on.
&lt;p align=left&gt;We would also allow local people, through town
&lt;p align=left&gt;and community councils and other organisations, to
&lt;p align=left&gt;take over the running of parks, working with the
&lt;p align=left&gt;local authority to protect their green spaces.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support tidying up our communities&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Keeping our communities tidy plays an important
&lt;p align=left&gt;role in building local pride. Welsh Liberal Democrats
&lt;p align=left&gt;have taken steps to tackle fly-tipping, graffiti
&lt;p align=left&gt;and litter. We support working to establish sustainable
&lt;p align=left&gt;schemes to tidy up our areas. Where
&lt;p align=left&gt;regular cleaning is not working, we support the
&lt;p align=left&gt;establishment of ‘Environmental Action Zones’,
&lt;p align=left&gt;aiming for a deep clean of road and gullies and a
&lt;p align=left&gt;zero-tolerance approach to fly-tipping and abandoned
&lt;p align=left&gt;cars. We support an expansion of the Alley
&lt;p align=left&gt;Gate scheme where appropriate.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support appropriate renewable
&lt;p align=left&gt;energy schemes&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Renewable energy is central to the Welsh Liberal
&lt;p align=left&gt;Democrat aim of turning Wales into a green country.
&lt;p align=left&gt;That is why Welsh Liberal Democrats will
&lt;p align=left&gt;work with the local authorities to identify the
&lt;p align=left&gt;sensitivity of areas for the building of renewable
&lt;p align=left&gt;energy generators. We will particularly encourage
&lt;p align=left&gt;off-shore developments and community-based energy
&lt;p align=left&gt;generation.
&lt;p align=left&gt;Welsh Liberal Democrats believe that people who
&lt;p align=left&gt;want to produce their own energy at home should
&lt;p align=left&gt;be encouraged to do so. That is why we would
&lt;p align=left&gt;abolish the need for people to apply for planning
&lt;p align=left&gt;permission to install small-scale home-based renewable
&lt;p align=left&gt;micro-generation devices or combined
&lt;p align=left&gt;heat and power units.&lt;/font&gt;&lt;font face=DemocratSansNormal size=5&gt;
&lt;p align=left&gt;Welsh Liberal
&lt;p align=left&gt;Democrat Action&lt;/font&gt;&lt;font face=GillSans-Regular size=4&gt;
&lt;p align=left&gt;Welsh Liberal Democrat-led councils
&lt;p align=left&gt;have more than doubled the level of recycling
&lt;p align=left&gt;since they took control in 2004. In
&lt;p align=left&gt;Bridgend, they introduced the first free,
&lt;p align=left&gt;kerbside recycling scheme in the borough.
&lt;p align=left&gt;In Conwy, Cllr Mike Priestley, who is the
&lt;p align=left&gt;Welsh Liberal Democrat Cabinet member
&lt;p align=left&gt;for Environment, has rolled-out recycling
&lt;p align=left&gt;to 48,000 houses – massively increasing
&lt;p align=left&gt;Conwy’s recycling rate and reaching the
&lt;p align=left&gt;40% government target two years ahead
&lt;p align=left&gt;of schedule.
&lt;p align=left&gt;In Cardiff, Welsh Liberal Democrats have
&lt;p align=left&gt;invested in one of Europe’s largest Council-
&lt;p align=left&gt;owned recycling materials processing
&lt;p align=left&gt;centres. This can process up to 90,000
&lt;p align=left&gt;tonnes of recyclable waste every year.
&lt;p align=left&gt;When the Welsh Lib Dem-led administration
&lt;p align=left&gt;took over in Wrexham, they
&lt;p align=left&gt;scrapped Labour’s plans for an incinerator
&lt;p align=left&gt;on Wrexham Industrial Estate, which had
&lt;p align=left&gt;taken seven and a half years and caused
&lt;p align=left&gt;much public opposition. The council conposting
&lt;p align=left&gt;deal and extended doorstep
&lt;p align=left&gt;recycling to all homes in the borough.&lt;/font&gt;&lt;font face=DemocratSansNormal size=7&gt;
&lt;p align=left&gt;Safer Communities&lt;/font&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Many people across Wales are worried about crime and anti-social behaviour. Welsh Liberal Democrats
&lt;p align=left&gt;believe in freedom from crime and the fear of crime. Much of this needs to be done by the governments in
&lt;p align=left&gt;Westminster and Cardiff Bay, but local councils and communities have their role to play as well.
&lt;p align=left&gt;The Welsh Liberal Democrats believe that tackling anti-social behaviour demands make good policy, not just
&lt;p align=left&gt;good headlines. We also believe that it is important to involve local people in making policing decisions – so
&lt;p align=left&gt;that local needs are taken into account. Across Wales, we have been working with the police to develop
&lt;p align=left&gt;effective, practical policies to tackle crime and anti-social behaviour and to increase community safety.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support community policing&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats support investing in Police
&lt;p align=left&gt;Community Support Officers (PCSOs) in order
&lt;p align=left&gt;to increase the number of police on the beat. We
&lt;p align=left&gt;also believe in the identification of named police
&lt;p align=left&gt;officers for each community, so that local people
&lt;p align=left&gt;have someone to contact. We also support a
&lt;p align=left&gt;reduction in paperwork for police officers, so they
&lt;p align=left&gt;can spend more time in the communities.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support an all-Wales non-emergency
&lt;p align=left&gt;number&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;The Welsh Liberal Democrats believe that the
&lt;p align=left&gt;single, non-emergency number -101- has been a
&lt;p align=left&gt;huge success in Cardiff. It has freed up police time,
&lt;p align=left&gt;increased response rates and reduced the number
&lt;p align=left&gt;of calls going straight to 999. But the Labour government
&lt;p align=left&gt;in Westminster has axed its funding. The
&lt;p align=left&gt;Labour-Plaid Assembly Government refused to pay
&lt;p align=left&gt;for it. It was left to Welsh Liberal Democrats on
&lt;p align=left&gt;Cardiff Council, in conjunction with South Wales
&lt;p align=left&gt;Police to find the money to keep it going. The
&lt;p align=left&gt;Welsh Liberal Democrats in the National Assembly
&lt;p align=left&gt;are campaigning for the Government to roll-out a
&lt;p align=left&gt;National service, rather than leave local councils to
&lt;p align=left&gt;pick up the costs.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support listening to local people&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that local people
&lt;p align=left&gt;know what the policing priorities for communities
&lt;p align=left&gt;should be. That is why Welsh Liberal Democrat
&lt;p align=left&gt;Councillors have been working with Police And
&lt;p align=left&gt;Communities Together (PACT) meetings in order
&lt;p align=left&gt;to help set local priorities. We also support Community
&lt;p align=left&gt;Safety Partnerships – although we believe
&lt;p align=left&gt;children and young people should also be involved;
&lt;p align=left&gt;offering a fresh perspective on problems.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We oppose ID cards&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats are opposed to Labour’s
&lt;p align=left&gt;expensive and illiberal ID cards scheme, which
&lt;p align=left&gt;scrap the scheme and invest the money in more
&lt;p align=left&gt;worthwhile causes. We oppose any attempts to
&lt;p align=left&gt;make these ID cards a requirement of access to
&lt;p align=left&gt;services provided by local councils.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support attempts to improve
&lt;p align=left&gt;road safety&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;The Welsh Liberal Democrats believe there is a
&lt;p align=left&gt;good case for a 20mph speed limit around most
&lt;p align=left&gt;schools in Wales – helping to keep our children
&lt;p align=left&gt;safe. The Welsh Liberal Democrats also support
&lt;p align=left&gt;the Safe Routes for Communities scheme. We
&lt;p align=left&gt;encourage the establishment outside schools of
&lt;p align=left&gt;traffic calming measures and of ‘walking buses.’
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support greater community cohesion&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that all citizens of
&lt;p align=left&gt;Wales are equal. We want to act now to stop
&lt;p align=left&gt;inter-community tensions from flaring, and to encourage
&lt;p align=left&gt;community cohesion. That is why, where
&lt;p align=left&gt;appropriate, we will support councils who develop
&lt;p align=left&gt;schemes like Wrexham’s ‘One Wrexham’ initiative.
&lt;p align=left&gt;This scheme aims to tackle myths about migrants
&lt;p align=left&gt;and to promote a multi-cultural ethos across the
&lt;p align=left&gt;borough.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support working constructively
&lt;p align=left&gt;with our young people&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Welsh Liberal Democrats believe that our young
&lt;p align=left&gt;people are often unfairly demonised. We want to
&lt;p align=left&gt;see local councils provide better youth services,
&lt;p align=left&gt;which is why we would make youth service provision
&lt;p align=left&gt;a statutory responsibility. This will mean local
&lt;p align=left&gt;councils will have to meet the demand amongst
&lt;p align=left&gt;young people for leisure and education-based facilities.
&lt;p align=left&gt;We support developing Acceptable Behaviour
&lt;p align=left&gt;Contracts in order to complement ASBOs and will
&lt;p align=left&gt;work to ensure that local councils have the relevant
&lt;p align=left&gt;legal framework to enforce them. ABCs have
&lt;p align=left&gt;been successfully pioneered by Liberal Democratled
&lt;p align=left&gt;Islington Council, as a preventative approach to
&lt;p align=left&gt;tackling crime and, we would support the development
&lt;p align=left&gt;of such a scheme in Wales.&lt;/font&gt;&lt;font face=DemocratSansNormal size=5&gt;
&lt;p align=left&gt;Welsh Liberal
&lt;p align=left&gt;Democrat Action&lt;/font&gt;&lt;font face=GillSans-Regular size=4&gt;
&lt;p align=left&gt;In Wrexham, the Welsh Lib Dem-led coalition
&lt;p align=left&gt;has invested in 56 PCSOs to work
&lt;p align=left&gt;across the borough, including a specialist
&lt;p align=left&gt;anti-social behaviour team. This has resulted
&lt;p align=left&gt;in impressive reductions in crime
&lt;p align=left&gt;figures.
&lt;p align=left&gt;Swansea’s Welsh Lib Dem-led council has
&lt;p align=left&gt;spent part of the Road Safety grant to
&lt;p align=left&gt;place 20mph limits and plan to have these
&lt;p align=left&gt;in place around all of the City’s schools
&lt;p align=left&gt;within a few years.
&lt;p align=left&gt;In Cardiff, the Welsh Liberal Democrats,
&lt;p align=left&gt;along with South Wales Police, have invested
&lt;p align=left&gt;money to save the successful 101
&lt;p align=left&gt;non-emergency number after Labour announced
&lt;p align=left&gt;plans to axe it. The number
&lt;p align=left&gt;takes 500 calls a day and has had a demonstrable
&lt;p align=left&gt;effect in freeing-up police
&lt;p align=left&gt;time.
&lt;p align=left&gt;Welsh Lib Dems in Bridgend have piloted
&lt;p align=left&gt;the first ‘No Cold Calling Zone’ in the
&lt;p align=left&gt;borough in Llys Faen. The scheme aims to
&lt;p align=left&gt;protect vulnerable residents from bogus
&lt;p align=left&gt;calls and allows them to develop the confidence
&lt;p align=left&gt;to deal with uninvited callers.&lt;/font&gt;&lt;font face=DemocratSansNormal size=7&gt;
&lt;p align=left&gt;Community Regeneration&lt;/font&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;The changing global economy and the move in Western economies away form mining and manufacturing
&lt;p align=left&gt;towards service industries, has created amazing opportunities, but also a challenge to traditional models of
&lt;p align=left&gt;development and prosperity. Naturally, each community in Wales has different needs and requires different
&lt;p align=left&gt;solutions. Where Welsh Liberal Democrats have been in positions of power they have been implementing
&lt;p align=left&gt;policies to regenerate our communities.
&lt;p align=left&gt;Regeneration is essential to restoring pride to our communities. But it is no use looking back to Wales’
&lt;p align=left&gt;past to find jobs – we must look the future.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support investing in regeneration&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Across Wales, the Welsh Liberal Democrats have
&lt;p align=left&gt;supported the establishment of regeneration
&lt;p align=left&gt;projects where appropriate. We believe each of
&lt;p align=left&gt;these projects needs to match the needs of the
&lt;p align=left&gt;local area, and so these schemes will vary from
&lt;p align=left&gt;place to place. This will include small investments,
&lt;p align=left&gt;where appropriate. Welsh Liberal Democrats
&lt;p align=left&gt;across Wales have already been investing money in
&lt;p align=left&gt;new facilities and regeneration projects – helping
&lt;p align=left&gt;move their communities into the 21st&lt;/font&gt;&lt;font face=GillSans-Regular size=1&gt;t &lt;/font&gt;&lt;font face=GillSans-Regular&gt;Century.
&lt;p align=left&gt;• &lt;/font&gt;&lt;b&gt;&lt;font face=GillSans-Bold&gt;We support smaller businesses&lt;/font&gt;&lt;/b&gt;&lt;font face=GillSans-Regular&gt;
&lt;p align=left&gt;Across Wales, our number one priority is creating
&lt;p align=left&gt;an environment where small and medium enterprises
&lt;p align=left&gt;(SMEs) can develop. This way, the money
&lt;p align=left&gt;that is created in the community stays in the
&lt;p align=left&gt;community. Welsh Liberal Democrats believe that
&lt;p align=left&gt;local authorities can play a significant role in this.
&lt;p align=left&gt;We encourage local councils to offer public contracts
&lt;p align=left&gt;to local businesses if they can offer the
&lt;p align=left&gt;services required. We also believe that SMEs
&lt;p align=left&gt;across Wales are stifled by too much red tape. The
&lt;p align=left&gt;Welsh Assembly Government should work with
&lt;p align=left&gt;local authorities to reduce the burden of inspection
&lt;p align=left&gt;on local businesses. This will lead to better quality,
&lt;p align=left&gt;joined-up inspections as well as lower costs for
&lt;p align=left&gt;SMEs.
&lt;p align=left&gt;We believe that councils should work with SMEs to
&lt;p align=left&gt;ensure that they are able to easily access resources.
&lt;p align=left&gt;We encourage local authorities to keep a directory
&lt;p align=left&gt;of available premises and make it accessible to the
&lt;p align=left&gt;public.
